It doesn’t help your 1password problem here, but there is a changeable shortcut to put focus on the Dock which then can be navigated with the arrow keys and space/return: (fn) + Control + F3 Must be activated in System Settings → Keyboard → Keyboard Shortcuts → Keyboard. Those are rather old shortcuts, at least since 2003 or so. But I just found out that Control+F2, which puts the focus in the menu bar, doesn’t seem to work for me. Maybe the builtin display brightness, maybe another app? I changed the shortcut to something custom and now it works.
