When the stakes are high, you have to recognize and accept desperation when it arises, and face it head-on. In medicine a triage process can come into effect which tries to ration care in a "rational" way but at least it's better than an approach that's completely unprepared.
Now when the "situation, normal" drifts into desperation all the time, and the main reason is shortage of staff compared to fully-adequate levels (not even optimal staffing levels), people do rise to the occasion and go the extra mile(s). It may not seem sustainable but people are amazingly resilient. The prevailing attitude ends up that everyone could use as much help as they can get, all the time, wherever they can get it from, over the long term. Lots of times "temporary" staffing cutbacks have been made under crushing financial pressure due to the permanent loss of prosperity among the clientele in general. It can be tragic when facilities will never again be able to return to the staffing levels they were originally designed for.
An environment like this is one of the incentives that limits this type of AI to something that professionals will settle for, rather than use to enhance the deliverables to the ultimate client.
So in one respect the more critical it is, the more it doesn't have to have to be that good anyway :\
