When I judge someone I compare them to what they ought to have been able to do. Bing, Azure, and Office 365 were mid and it's the person in charge's responsibility to do better than that. The world would be a better place if he had done a better job. But maybe he was a fine CEO, dunno about that. I guess that's measured in profits.
