  This is not so unreasonable. In many neighborhoods, underprovision of actual police services (cf <a href="http://www.publicenemy.com/index.php?page=page5&item=3&num=58>Public http://www.publicenemy.com/index.php?page=page5&item=3&#... Enemy</a>) is as big a problem as getting hassled for no reason.
