The road to hell is paved with good intentions. This is how blackmail always starts. Didn't worked with wolves in Europe (Not one single National park in Spain has a project to reintroduce or allow wolves, in the areas that should aim for a wild ecosystem. Every park is invaded by cattle and the more we pay for damages, the more money they want). After several past experiences with similar pay-me-for-respecting-nature (or I will destroy it if you stop paying me), the correct way is buying the land from the start.
