Wouldn't most devs rather tackle their own defect backlog than spend their time repairing Android? I'd probably spend my time trying to work around the bug rather than submit a fix and wait for it to make it into production.

Difference being though is that you can submit a fix instead of having your report go to a private system in which you can never follow.
