I think this area will actually prove to be one of the key differences between AWS and Google's New Compute Engine. I'm not an expert in this area but the technical details of compute engine talk from google io (http://www.youtube.com/watch?v=ws2VRHq5ars http://www.youtube.com/watch?v=ws2VRHq5ars) makes it sound like they are doing something special so that global traffic travels on their backbone as much as possible and you can move ip from server to server.
