I'm under the impression that electric diesel pre-warmers are relatively common, in cold climates? (Or engine block heaters, basically a fancy electric blanket at cheapest) Every diesel person I knew growing up had one, partly because they needed it when it got truly cold. For the mid-cold regions though, yeah - I can believe that.
