The CIA is interested in expanding their power to manipulate foreign governments and to pluck foreign citizens away from their homes at will. If nothing else, this sets another precedent in their favor in that regard. Maybe it's not coming from the CIA, I'm not totally familiar with who orders who around when it comes to this stuff.
