My understanding of how this industry works from 20 YoE is that recruiters have their hands on actual jobs and openings on behalf of their client; they've been retained to find talent to fill some position. Some companies will put up job listings for any number of reasons that are not actually based on intent to hire whereas a recruiter -- as scummy as some can be -- are actually a proxy for a real position with intent to hire.
