Is it arch-based? It appears to use pacman?

  It’s pacman https://wiki.batocera.org/pacman_package_manager https://wiki.batocera.org/pacman_package_manager

But it's not based on arch? I guess my question is, why is this not just a custom install image/metapackage in a more mainstream distro (there could be good reasons for this, but I didn't see anything in the docs)?
