We've had people drive around our HOA and just take packages off of people's porches. Someone stopped them and they told the person that it is their constitutional right to steal packages... But what can you do? In all seriousness, when you call the cops it takes them 10 minutes to get there, and they're gone. So they don't show up anymore. At all. And even if they get caught they get released.
