The GitHub Pages splash page (https://pages.github.com/ https://pages.github.com/) has a nice little interactive tutorial for just that, and I've seen plenty of repo templates for various SSGs/themes, but I think a lot of users still run into the following hurdles:
- Not knowing what GitHub is or how it works (let alone Git itself)
- Not knowing how to clone a repo
- Not knowing what program you need to modify the files in a repo, or how to use it
- Not knowing how to make/push commits
- Not knowing how to build local previews to see your changes before they take effect
