I think its totally reasonable. If google wants to make drive functionality expensive and annoying for devs to include, then devs are going to drop support. I appreciate that this seems to be some additional security for drive access which is ostensibly a good thing but it doesn't seem like the review is very useful or catches any bad actors or errors.
