  It's not hard to figure out who people would vote for (on average). Pick a town that leans in your direction but has low voter turnout and I'm convinced you can affect the outcome.

Yes. In any election in which a federal candidate is on the ballot, federal law prohibits any individual or entity, including 501(c)(3) nonprofits, social welfare organizations, and unions, from knowingly and willfully paying, offering to pay, or accepting payment either for registering to vote or voting 52 U.S.C. § 10307

  Laws are not mechanical. "Technicalities" are rarer than you might think.
