So if you can fully automize the ports in 2 weeks your theory might be true. If it takes longer than 2 weeks to fully automize, Your looking at backup of the cargo until next year. I don't know the time it will take to install such automated systems but I assume it will take much longer than 2-3 weeks, probably years.
