I'm pretty sure all carmakers want to do this and they'll introduce it gradually, keeping an eye on each other to make sure that they're all doing it roughly in tandem so the vast majority of people just throw their hands up and accept it. I'm not sure what the solution is though. I can't imagine legislation working. Something along the lines of "if the funcionality doesn't change you can't charge a subscription for it" would probably be met with claims that because it's all software controlled the overhead of security udpates to the software requires some kind of recurring fee.
