The US is a free market economy, so you can pretty much do whatever you want with the money you earned, and gifts aren't taxed at normal wealth levels. Why would it be any different for Mexican residents (and if they aren't permanent residents, it makes even more sense to send their money back home where they are legally expected to return)?
