Sure could. Any plumbing situation can leak and any holding tank can fill up to capacity. (Or run out of water.) But I also looked up recommended amounts of portable toilets and a couple websites do confirm 12 single user units are enough for 2000 people for a short duration. When I slide the duration out to 20+ hours I get higher numbers at 20-30 units. I still would expect more so that surprised me.
