This is probably dependent on the size of your org... yes, we have a primary and secondary, but that is for each team... my current midsize company has 10-15 teams that each have their own on call schedule. So the escalation is like "ok, we need the network team for this one, please page the on call for net" It isn't about calling in everyone on the same team.
