There are countries in the EU which don't even use the Euro, but that doesn't stop business from happening, does it? Imo, you only need France, NL, Italy and Germany. Maybe Sweden, Spain, Poland and Austria too. Then you've got enough of a market economy to justify needing a separate card processor. I'm surprised they haven't gotten into this earlier. But then again, it's the EU, they're laggards through and through.
