The examples they gave really can't be mitigated with insulation, unless you want to turn all these apartments into isolated bubbles, completely cut off from the environment. I mean you could probably do that, no balconies, no windows. I think you would be surprised at how far sound can travel through steel and concrete. As for putting dwelling further apart, that's why we have the suburbs.
