What do you call the "Overton window" of illegal behavior? e.g. In the US, you can pretty reliably speed at up to 10 mph over the legal speed limit without actually getting stopped or arrested. Similarly, you can probably get away with drinking beer in a state park, and nobody will report you to the rangers, even though it is illegal (at least in my state, YMMV).
On the other hand, if you try to kidnap your boss, people will 100% call the cops, and anyone involved would be looking at sentences including multiple years in prison.
In some stores in some cities, you can get away with small-value shoplifting without anyone really batting an eye, while if you try to steal a TV from Best Buy near me, you are going to get tackled.
I'm curious what one might search to learn more about the range of illegal behaviors that are actually tolerated in any given society.
