Far too often, she knows that a certain treatment plan is going to be the only and most effective plan for a patient. However, insurance will require her to exhaust several other options first. It seems the hope is enough patients give up on treatment that they never actually seek the proper care. They'll just get chucked the "cheap" option again in the future.
