1000+ people for a city of 600k people doesn't seem like much? Maybe I'm overestimating how much people use each "thing" a city offers.

  Arguably a lot of people consider it too cold most of the year. But otherwise I would say that when the weather is good the water is filled quite up with people at a comfortable level!

  A lot of the people in the city might go the 'real' beaches instead.
