WEA is accessible to state (and local?) police for example to send amber alerts.
There’s a few providers who supply software to help make this easier as well.

Really the risk of that type of alert you’re referencing could be sent in a localized area by most agencies if a mistake were made. (Though I wonder how many have a missile threat inbound alert pre programmed…)
