Part of the trick is that you can't rate a driver if you don't actually start the ride, and the driver controls when the ride starts. Sometimes the driver will just get a fare from another service and wait for you to cancel the ride, and then they get a cancellation fee unless you complain to Uber, which they make difficult to do. The trick I use in this situation is just to switch to Lyft and make the driver cancel so I don't have to deal with Uber customer service.
