It's not like these businesses in the origin countries are hiding or running in the shadows. They pretty blatantly advertise everywhere. Origin countries will bust them on occasion to get an international agreement through, but agents do what agents do and the police / justice system really don't care about resolving it. Plus these same agents are the ones helping people with their domestic paperwork needs, and greasing the right palms along the way ¯\_(ツ)_/¯
