The Culture is far more anarchist than socialist. It's its prime aesthetic rooting. No written laws and everything. The Minds and far more than benevolent, detached caretakers and some mind organizations do take an active role in shaping the society. It just seems there isn't any written ideology or law to what they want beyond "don't fuck with these pets that I like". Like I said, Anarchic.
