At work or at home? At work the answer is probably about 5-10% of my time. Most of the work I've done at companies is either building something for clients (who usually want a website or app at the end of it), or for the company itself (ditto). For better or worse, the sunk cost fallacy is ubiquitous in the corporate world too. For personal projects on the other hand, it's probably 40-50% of my time. Likely in part because I start and end a lot of projects really quickly, and spend way longer on the remaining ones than I should do.
