It would surprise me to find a company going through so much trouble with interviews if they didn’t intend to hire. Big waste of their time and resources, and for what purpose? More likely: in this market they got overwhelmed with too many applicants, and in the end didn’t choose you. That happens. I suggest not taking it personally, and not seeking to punish the company. Scam seems unlikely, but if you have real evidence they scammed you then by all means call them out. But consider alternate explanations and the potential damage you do to your reputation making accusations.
