If things like this piss you off, look at the Content-Encoding vs Transfer-Encoding mess in HTTP.
Webservers are not able to tell anymore whether the "Range" header refers to an compressed or uncompressed version of the same file.
That is the reason why resumeable downloads got removed from the web.
