The EU considers cryptographic techniques, especially cryptanalysis software, sensitive [0] and hence restricts export to other nations. France, according to this article, requires individuals and businesses to register or gain authorization to publish cryptographic software [1] with ANSSI.

I assume that Bluestein probably shared this partly because of the French government's crackdown on Telegram [2] this week, and to highlight differences in how different nations handle this. Specifically, that the USA relaxed these sorts of restrictions to other countries (except persona non grata, like North Korea) following challenges in the 1990s [3]. My personal awareness of the USA's restriction involved installing a separate binary in the java runtime folder to enable 'unlimited strength encryption', until five or so years ago [4].
