Why does Israel bomb apartment buildings, leaves civilians without drinking water and electricity instead of just arresting and prosecuting those who participat

Why does Israel bomb apartment buildings, leaves civilians without drinking water and electricity instead of just arresting and prosecuting those who participated in terrorist acts? I guess it is because it cannot arrest terrorists but citizens of Israel want to see something destroyed anyway.
