As a related aside, "competency-based education" is a thing, slightly more popular in Europe than in the US. I don't want to destroy all universities (like Trump or DeSantis do). But it IS true that the higher-education system needs a big revamp, and that the necessary change is unlikely to come from within, because the people (tenured faculty) who currently hold all the power have a strong interest in not rocking the boat.
