Nobody here cares about "building for all income levels", that's some fantasy about European social utopia, but it's wrong. It's about what can you sell. You build a building with flats of 2-3 sizes - a lot of small ones for 1-2 people because small flats have highest cost per square meter, some bigger ones for people with families because there's only so many singles and young couples, and sometimes also few huge penthouses on the top level. In a high income capital city area it's all luxury, in a lower income area you do the same but the overall class (materials, sizing, amenities) is lowered.
