Just to add to that: AMD did used to make their own chips, but spun it off as GlobalFoundry many years ago to avoid bankruptcy when times got tough. GF was on the leading edge for a long time and even had EUV machines but actually decided to send them back to ASML and stop chasing the leading edge due to lack of capital. Since then, Intel has been the only US based company on the leading edge.
