I think it's just not how states and state-like organisations should conduct information campaigns. Israel has over the years investigated and found guilty a number of its citizens as guilty of crimes against Palestinians - nothing surprising about that, in any large community you'll find criminals. But imagine UNRWA was spending its budget on AdWords that link from "Israel" to a list of such crimes. I think that would leave a similarly bad taste.
