  The use of clearing here means something like https://en.wikipedia.org/wiki/Clearing_house_(finance) https://en.wikipedia.org/wiki/Clearing_house_(finance) , i.e. an independent body so that copyright holders don't have to contact every single ISP, and ISPs just have to argue against the DNS blocks with a single party instead of many copyright holders.
