If i understand you correctly, you have 3 points. 1)you indeed meant kbps so you were not conflating with kHz. 2) you chose the kbps unit because most systems offer those as quality parameter. 3) Phase shift on 17kHz cannot be accurately adjusted with a 17kHz*2 sample rate based system. All 3 true but... I don't want to sound too pedantic pointing out that... I think those findings do not fit the context of the parent comments.
