The link is broken, but I can see that article is from 6 years ago. It needs to be a protocol that is developed with the purpose driving in sync with each other – perhaps it needs some sort of oracle or centralized entity that maintains the state. Teslas communicating with each other isn't using an open standard that can be used by other car companies, nor is Waymo's.
