It can be read the opposite way: "don't reinvent wheels unless/until they're essential to your goal". Selling physical stuff? Perhaps the exact configuration for the eshop's nginx is not essential (yet). Making subscription-based software? Perhaps the exact method of recurrent billing in Latvia is not essential (yet).
There's massive infrastructure to help with anything (for a fee), so that you don't have to do EVERYTHING yourself. If things work out well, a service might become a bottleneck, but until then, you can focus on your core feature. (And of course, "massive" also means "bureaucracy," which opens the opportunity to do Some Thing your way, faster, better, and perhaps with a profit.)
