Well supportable, maybe polite, lie. While incompetents does explain more easily than conspiracy, I attest there is both. Let us play this out, while such recklessness is possible (and none would ever hear or understand the true reasons), an immediate crisis is those who simply don't care they are a waste of their humanity.
