Apparently, not in its current configuration. The previous, unmanned, mission could do that (obviously), but Boeing changed the configuration and now Starliner can only undock with people inside of it (as far as I understand it, it can do everything else unmanned). Boeing can change the configuration, and I guess they're in the process of doing so, but it takes four weeks to run all the tests on that configuration and make sure everything works as it should.
