Verizon is prone to overstepping with Pixels. I couldn't tether my phone with my carrier (from a country that doesn't have Verizon anywhere near it) because they happened to use the same SIM ID (or something, I'm not sure of the details), and when I tried my phone would reach out to Verizon to see if I was allowed to, it didn't know who I was and said no, so I couldn't tether my phone.

Vodafone? They used to own a ~controlling interest in Verizon, and it wouldn’t be at all surprising if they shared that sort of thing, as _ordinarily_ it wouldn’t matter.
