The way I branched out my company into unknown territories is to find a reseller there. Let them take care of the regulatory stuff. In this economy it should be easy enough to find someone who already has the company in place and needs some extra work on the side. You can set up the contracts in such a way that you retain the option to buy them out and set up your own company at some point in the future.
