The electrocution only happens if you get into the tub with the plugged-in dryer. Or try to fish it out with your bare hands while it is still plugged in. Assuming that the dryer continues to run, it is perfectly safe to keep it running indefinitely in a fish tanks (without fish, of course). You just have to unplug it before removing it.
