This reminds me of the war on terror where it seems everyone is considered a terrorist as if that will solve the problem. Regular law abiding people are accused of being terrorists and resources are used to chase shadows. It's the same thing in this situation everyone is guilty unless you can prove you're not, meanwhile the real crooks are nowhere to be found.
