Those fees are not new, Apple already has a cut of IAP under their regular terms. These discussed fees apply to those which still use the App Store but choose to externalise purchase and payment. If those developers don’t see value from being present in the App Store then there is no reason why they can’t just use a 3rd party store which has a fee structure to their liking. This is the reality of the DMA.
