I think there's still a lot of potential improvement to be gained by increasing reuse. It seems to me what we need is to take the CPAN to the next level: to have a readily available, heavily tested repository of libraries that work with all major programming languages. Think of all the effort that's currently duplicated over and over again, once for each existing platform... Mind you, I have no idea how to do it. It's one of the goals Parrot was aiming for a decade ago, but Parrot doesn't seem to be particularly close to being a good answer yet.
